What is China spending on Africa’s healthcare systems? The speakers addressed official development health assistance (DHA) programs, Chinese state spending on health infrastructure, and private Chinese investments in the manufacturing of pharma and medical equipment to examine, in a comparative perspective, the potential impacts in Africa’s healthcare sectors.

Ammar A. Malik is senior research scientist at AidData, where he leads the Chinese Development Finance Program. His team develops pioneering methods, such as the Tracking Underreported Financial Flows (TUFF) methodology, to track and analyze underreported financial flows from non-traditional donors to developing countries.
Jennifer Bouey is chair of the Department of International Health at Georgetown University, and the Tang Chair for China Policy Studies at the Rand Corporation. Most recently she is working on promoting global health governance dialogues, gender equity in health care access in Asia, and global infectious disease response system strengthening.
Fu Minghui is an upstream officer in the Global MAS (Manufacturing, Agribusiness, and Services) Upstream Unit at the International Finance Corporation, focused on providing capital and resources for early-stage project development support for South-South investment projects, covering manufacturing, healthcare, and SEZ sub-sectors. She is particularly interested in investment related to healthcare, industrial parks, and decarbonization-related subjects such as the electric vehicle value chain.
