Zenobia Chan

Zenobia Chan is an assistant professor of government at Georgetown University, where she studies international political economy and economic statecraft. A member of the faculty committee for the Initiative for U.S.–China Dialogue on Global Issues, she joined the Georgetown faculty in 2024.

International activities include: 

  • Her recent work on Chinese foreign policy has appeared in International Security and Foreign Affairs.
  • She is completing a book that examines why economic inducements, such as foreign aid, large-scale investment initiatives, and discounted sales of natural resources, often fail to buy influence abroad.
  • Her ongoing projects use computational text analysis, cross-national surveys, and experimental studies to understand the conduct and impact of Chinese and Russian influence operations, track China’s military diplomacy, and assess how citizens in Africa, the Middle East, and Asia-Pacific view China’s global influence 
  • Her research has been supported by the Minerva Research Initiative, United States Institute of Peace, the Smith Richardson Foundation, and the Carter Center​.
